The Parliament of India, the world's most populous democracy, is based in New Delhi, the largest city in the country. To improve security in the wake of the 2008 Mumbai terrorist attacks, the Parliament installed a high-capacity digital TETRA network for voice and data communications.
The Parliament needed field-based and control-room staff to have fast, straightforward access to critical information to help them carry out public safety and security operations. The information comes from a number of sources, including back-end applications, legacy IT systems and command and control systems. To improve situational awareness, Parliament staff needed to be able to share and coordinate information and responses with other safety and security users over a variety of networks and devices. The Parliament wanted to deploy a state-of-the-art, complete voice and data solution that could deliver from the start all the benefits of TETRA.
The Parliament selected the leading TETRA integrated applications provider Portalify, a Sepura group company, to deploy data applications including image transfer, alerting and instant messaging, multi-network messaging and mobile querying for information retrieval.
Portalify implemented a network-agnostic data services platform to run all these applications efficiently over both the Parliament's TETRA network and other commercial mobile networks. This means that whether users have TETRA terminals or mobile phones, they have the same quick and easy access to the information they need. Users can also send messages between TETRA radios and GSM phones.
The solution delivered by Portalify comprises a combination of the applications Query, Image Messaging and Message which are part of Sepura Integrated Communication Solution (SICS) which incorporates Sepura's entire applications portfolio.
The solution has increased the availability of critical information to Parliament staff, improving security, enhancing decision-making and accelerating emergency response times. The Parliament also deploys data applications with text and images for everyday access control and VIP support at its secure complex in the heart of New Delhi.
